จากคำบอกเล่าของผู้เฒ่าผู้แก่ถึงเหตุที่ตั้งชื่อศาลแห่งนี้ว่า "ศาลเทพารักษ์" ก็เพราะดวงของผู้สร้างเมืองสมพงษ์กับดวงเมือง ถึงแม้พระองค์จะสิ้นพระชนม์ไปแล้ว แต่ก็เชื่อว่าดวงพระวิญญาณของพระองค์ยังทรงห่วงใยและคุ้มตรองปกปักษ์รักษาลูกหลานชาวเมืองอุดรธานีของพระองค์ตลอดมา คำว่า "ศาลเทพารักษ์" จึงหมายถึง "เทพผู้รักษาเมือง"
เดิมที่ดินตรงที่ตั้งศาลเทพารักษ์นี่ เป็นเนินดิน ชาวบ้านเรียกว่าโนนพุงดอ ซึ่งชาวบ้านในบริเวณนี้ได้ร่วมใจกันสร้างศาลแห่งนี้ขึ้นมาด้วยความเชื่อ แต่โบราณเป็นศาลหอไม้ บริเวณของโนนพุงดอ จะสังเกตุเห็นความโดดเด่นของ ต้นศรีมหาโพธิ์ ดูแล้วน่าเกรงขามเป็นอย่างมาก
ในสมัยของ "หลวงศุภกิจจรรยา" เป็นผู้ว่าราชการจังหวัดอุดรธานี ได้ร่วมกันทำการขุดลอกหนองนาเกลือ คือ "หนองประจักษ์ศิลปาคม" ในเวลานี้ให้เป็นอ่างน้ำ จึงได้บูรณาการสร้างศาลพ่อปู่เทพารักษ์ขึ้น
ต่อมาในสมัยที่ "นายพิศาล มูลศาสตร์สาทร" เป็นผู้ว่าราชการจังหวัดอุดรธานี ได้ร่วมกับชาวบ้านและพ่อค้าคหบดีในจังหวัดจัดสร้างบูรณะศาลเทพารักษ์ใหม่ให้มีความสวยงาม และ ทางเทศบาลนครอุดรธานี ในปี 2555 "นายอิทธิพนธ์ ตรีวัฒนสุวรรณ" นายกเทศมนตรีนครอุดรธานี ก็ได้สร้างบูรณะศาลเทพารักษ์ และปรับปรุงบริเวณโดยรอบตัวศาลเป็นแหล่งท่องเที่ยวของอุดรธานี ปรับปรุงบูรณะภูมิทัศน์มีสภาพสวยงามดังในปัจจุบันนี้ ปัจจุบันศาลเทพารักษ์ได้รับการบูรณะสร้างใหม่รูปทรงคล้ายปรางค์ขอมที่สวยงาม
